WOAH adopts 8th Strategic Plan to combat global livestock production losses

The World Organisation for Animal Health (WOAH) has officially endorsed its 8th Strategic Plan (2027–2031) during its May 2026 General Session. Aimed at curbing the staggering 20% annual loss in global animal production caused by preventable diseases, the new five-year roadmap positions livestock health and biosecurity as critical pillars of global food security and economic stability.


The World Organisation for Animal Health (WOAH) has adopted its 8th Strategic Plan, establishing a unified roadmap for global animal health governance. The announcement follows the alarming data published in the latest State of the World’s Animal Health report, which revealed that widening investment gaps are putting immense strain on veterinary systems worldwide. Currently, less than one billion dollars is invested annually in global animal health infrastructure, leading to massive production deficits.

The strategic framework outlines a shift from reactive crisis management to proactive prevention to address interconnected threats like climate-driven disease patterns and antimicrobial resistance. Structured around three core orientations, the plan aims to upgrade international scientific standards for safe trade, empower national veterinary workforces, and implement a holistic One Health approach that bridges animal, human, and environmental health sectors.


While the plan formally takes effect in 2027, WOAH has initiated a transition phase utilizing regional roadmaps and monitoring frameworks. The organization emphasized that with rising demand for animal-source foods, strategic investment in prevention is essential to avoid unplanned production losses.
