The Turkish Grain Board is now authorized to make direct purchases through imports. Besides, in addition to the Turkish currency in circulation in the auctions, the foreign currency offered in the auction can also be accepted as collateral.
The regulation amending the regulation on the procedures and principles to be applied in the procurement of agricultural products and related service procurements to be made by the General Directorate of Turkish Grain Board (TMO) within the scope of the public procurement law, has been published in the Turkish Official Gazette. Accordingly, upon the assignment of duty by Presidential Decree in accordance with the Decree on State Economic Enterprises, with the approval of the relevant minister and the assignment of the board of directors, the General Directorate of TMO now can make purchases through direct imports, from those that are considered state institutions or organizations according to their legislation, from organizations with partnerships of foreign states with a protocol.
According to the regulation, TMO will be able to make purchases through direct importation from state institutions, and organizations with partnerships of foreign states with the approval of the relevant minister and the assignment of the board of directors, upon the decision of the President. Also, with the Communiqué, foreign currency in the foreign currency offered in the tender was added to the values that TMO will accept as collateral.
The product purchase price, procedures, and other issues to be included in the protocol will be determined by the Board of TMO with the approval of the relevant minister.
