It is stated that the amendment in the National Estate Communiqué will not unblock settlements on rangelands.

Because the “Communiqué on Amendment regarding the National Estate General Communiqué” published on 6 Feb at the Official Gazette was reported as “Communiqué that will allow more settlements in rangelands” by some websites and newspapers, a declaration was released by the Ministry of Finance in order to clarify. The ministry said the amendment is not related to construction at rangelands, adding that, “With this communiqué it is intended to clarify the uncertainty about the fields that lost its attributes of rangeland, summer pasture or winter quarters’ before 01.01.2003 and of which the reversal is technically impossible and also which remained in the middle of settlement areas. Thus, the said regulation has nothing to do with opening new areas for construction or perpetuate buildings there.”
