Ankara has often voiced its willingness to act as a mediator between Russia and Ukraine, particularly regarding the Black Sea grain agreement.
Since Russia's invasion of Ukraine in February 2022, it has imposed a blockade on Ukrainian ports. Furthermore, after withdrawing from a U.N.-endorsed agreement ensuring safe passage for Black Sea grain shipments, Russia has warned it may consider any ship as a potential military threat.
This visit by the Turkish Foreign Minister comes a week after Ukraine introduced a "humanitarian corridor" in the Black Sea to aid stranded cargo ships in its ports, following the collapse of the primary agreement.
