Industry warns Brussels: cosmetic reforms won’t save Europe’s agri-food chain

Europe’s leading farm, feed and food organizations are urging the European Commission to deliver genuinely ambitious Environment and Food & Feed Omnibus packages. They argue that only deep legislative simplification well beyond minor administrative tweaks can protect the sector’s competitiveness and unlock investment.

Europe’s agri-food chain is pressing the European Commission to take decisive action on regulatory simplification, warning that current legal complexity and administrative pressure threaten the future of farmers, processors and feed operators across the bloc. In a joint statement, dozens of major organizations said the Commission’s 2024–2029 competitiveness program must be matched with concrete reforms that modernize rules, streamline procedures and remove obstacles blocking innovation and sustainability investments.

The coalition stresses that long-standing regulatory burdens are hindering the entire value chain, from pre-farm input suppliers to food and feed processors. Expectations are particularly high for the upcoming Environment and Food & Feed Omnibus packages, which are seen as critical tools to reduce fragmentation and give companies the predictability needed to operate and invest. According to the signatories, focusing only on administrative burden misses the deeper problem: outdated and inconsistent legislation that slows permitting, disrupts circular practices and limits progress in areas where society is demanding rapid transition.

The groups also point to the October European Council conclusions, which called for an ambitious, cross-sectoral simplification drive to restore EU competitiveness. They insist the Commission must align rules with on-the-ground realities, incorporate interoperable digital solutions, and avoid introducing new obligations that generate additional compliance pressure. Successive Omnibus packages may be needed, they add, to ensure thorough and lasting reform.

Many of the signatory organizations represent key feed-sector actors including FEFAC, FEFANA, Coceral, Euroseeds and CEMA highlighting why this push for legislative overhaul carries major implications for Europe’s grain, feed and livestock industries.
