The Food and Agriculture Organization (FAO) has unveiled a new strategic framework designed to transform how the international community responds to transboundary animal diseases (TADs). The initiative marks a transition toward a country-led, globally coordinated platform aimed at protecting livestock production, rural livelihoods, and international agricultural trade.

The Food and Agriculture Organization of the United Nations (FAO) has presented a blueprint for the Global Partnership Programme for Transboundary Animal Diseases (GPP-TAD). The country-driven framework seeks to reinforce prevention, digital surveillance, and rapid emergency response mechanisms by bringing together governments, financial institutions, and private sector stakeholders. Left unchecked, high-impact outbreaks such as highly pathogenic avian influenza, African swine fever, and foot-and-mouth disease (FMD) continue to cause severe economic losses and threaten global food security. FAO Director-General Qu Dongyu emphasized that the recent introduction of the SAT1 serotype of FMD into Asia could lead to $2 billion in annual losses, underscoring that proactive prevention costs far less than inaction. "We must ensure that the next chapter of global animal health is not defined by crisis, but by cooperation, responsibility and shared success," Qu stated.

A SHIFT TOWARD DIVERSIFIED FINANCING

The initiative represents a structural departure from traditional, donor-dependent project models toward a global public good platform supported by country-led national platforms and regional hubs. To date, 110 countries have formally submitted letters of intent to join the program. The operational framework introduces a solidarity-based financing model combining domestic contributions, voluntary partner funding, and private sector co-financing. Overall strategic oversight will be maintained through a globally balanced Steering Committee alongside a technical advisory group.
